Take Two's president Ben Feder announced during a telephone conference that their highly anticipated DS-only title GTA: Chinatown Wars will be released sometime between November 1 2008 and February 31 2009. The guys at Rockstar Leeds who already developed the PSP episodes of GTA are making the new handheld game, too.
GTA Chinatown Wars is the newest part of Rockstar Games' successful action series. It is the first "real" GTA for a Nintendo console. The British developer already made a GTA game for Gameboy Advance which was very simple and didn't get good review scores.

I still cannot imagine how Rockstar wants to make a classical GTA experience of discovering such a big world (even Chinatown will be much smaller than GTA IV) on Nintendo's small DS.
Don't underestimate the Nintendo DS. But yes: There would have to be some design changes, I guess. And if it then still turns out to be a good GTA (although you can't compare it to its big brothers) is really a question of Rockstar's programming skill.
I think Rockstar didn't say anything about a stylus or a two display feature yet, did they?
